I believe that the picture is unnecessary to put on the cigarettes because everyone already knows how dangerous they are. Also, there is already a warning label on the cartons from the Surgeon General. People ignore that, just as the would the picture of the scull and crossbones.
I also believe in the fact that cigarettes are just as dangerous if not less than other products that do not have a warning label at all. Many things can cause death, but we as humans tend to ignore it due to our wants and what we think we need.
Basically, I think that the picture would be a lost cause.
