Who: A news reporter, man, and a destroyed neighborhood.
What: A news reporter walks up to a neighborhood man and asks him if the damage in the town was from the latest 2012 hurricane, Isaac. However, the man tells the reporter that the mess is from 2005 hurricane Katrina.
When: 2012 and referencing back to 2005.
Why: This cartoon makes it seem like the government did not help recover victims and neighborhoods of Katrina as much as they could have.
